A certificate of origin is the document that officially records the country in which goods were produced. It is issued by the exporter and approved by the chamber of commerce; it is used to determine the duty rate, quotas and trade measures applied in the destination country.
Origin is the country where the goods were produced, not the country they were shipped from; this distinction is frequently confused in transit and third-country shipments. Operations that do not meet the sufficient working or value-added criterion do not confer origin; for a product sewn in Turkey from imported fabric, origin is assessed on the nature of the value added. The certificate is separate from movement documents such as A.TR and EUR.1 that provide preferential tariffs, and in some countries consular certification may be required in addition to chamber of commerce approval.
