What is A.TR Movement Certificate?

The A.TR movement certificate is the document that lets industrial goods in free circulation pass duty-free between Turkey and the European Union under the customs union. The document proves the goods' free circulation status, not their origin.

That distinction is critical: goods shipped with an A.TR do not have to be of Turkish origin; it is enough that they entered free circulation in Turkey. Coverage is limited to the product groups included in the customs union; agricultural products and coal and steel products are subject to different regimes, and EUR.1 comes into play there. The document is issued at the time of export, endorsed by the customs administration, and if it is not presented on arrival the buyer pays duty. In e-export, the balance between the document requirement and the benefit should be assessed separately for low-value shipments.

Example

When a product in free circulation in Turkey is sent to Germany with an A.TR, the buyer pays no customs duty; without the document, duty is charged and delivery is delayed.
